Recommendation R(90) 19 on the protection of personal data used for payment and other related operations

The recommendation defines the term “personal data” as any information relating to an identified or identifiable individual. An individual shall not be regarded as "identifiable" if identification requires an unreasonable amount of time, cost and manpower. As regards the provision of means of payment, personal data should not be collected and stored by the body providing means of payment understood as all banking and non-banking undertakings so far as such data are necessary for exercising the purposes for which the data were collected. Communication of data may take place only if it is permitted by law. Storage of data carried out by these institutions should last no longer than it is necessary.
